Who handles your permit

Oakland runs a two-step process through its Online Permit Center: first a Planning/Zoning approval, then the Building Permit application. Zoning approval must come first — the building side won't move without it. Everything is filed online, and you can track the application status in your portal account.

Three free plans, 10-day track

Oakland publishes three free permit-ready detached plan sets drawn to current California codes: a 435 sq ft studio, a 625 sq ft one-bedroom, and a 746 sq ft two-bedroom. Use one unaltered and building plan check drops from the standard 21-day track to the 10-day Engineer-of-the-Day track — the permit issues within 10 business days once fees are paid and issues resolved. You still file the zoning application, a site plan, and a signed hold-harmless agreement, and Planning confirms the plan fits your lot.

Oakland's unique extra step. Every building permit in Oakland requires an approved Recycling Plan (WRRP) in the Green Halo system before issuance — plan for the debris your project will generate and pay the fee early.

What goes into the submittal

Where applications usually get stuck

Utilities. EBMUD handles water; detached ADUs need a sewer lateral permit; PG&E new electric/gas service runs on its own timeline — start all three early.
Excluded areas. Some neighborhoods and districts are excluded from the pre-approved plan program — confirm your lot qualifies before designing around a city plan.
Rental rules. ADUs may be rented for 30+ day terms only, with a business license — and Oakland hasn't opted into separate ADU sales.
Zoning before building. Filing the building application before zoning approval just creates a loop.
