Permit guides
Livermore offers pre-approved ADU plans plus a rebate program — but water connection fees deserve a hard look early.
Last updated October 2026. Rules change; always confirm current requirements with the city before you build.
ADU permits in Livermore go through the Community Development Department, Permit Center (1052 South Livermore Avenue, Livermore, CA 94550, (925) 960-4410, permitcenter@livermoreca.gov). Applications run through the city's online permitting system; a permit record is created by Permit Center staff before you upload documents.
Livermore's headline items:
No impact fees may be charged for ADUs of 750 square feet or less. Larger ADUs pay impact fees proportionate to the primary dwelling's square footage.
Livermore runs two incentives. Pre-approved ADU plans can be used anywhere in city limits with an expedited plan review timeline and lower permitting costs — the city calls it the quickest way to add an ADU.
The ADU Accelerator Program pays rebates based on ADU size and intent (low-income restricted or not). The mechanics matter: apply online first, submit proof of building permit issuance within 6 months of application, and submit the certificate of occupancy within 18 months of permit issuance. Miss the windows, miss the rebate.
Then the sobering number: Zone 7 water connection fees run about $35,670 for a standard 5/8" meter (more for larger meters). Confirm early whether your ADU needs a separate meter or can share — it swings the budget by tens of thousands.
Resolve the water meter question first. In Livermore it's the single biggest variable cost — everything else is comparatively small.
Livermore's submittal runs through the online portal:
