Permit guides
Electronic submittal, published review clocks, and the details that trip up first filings — in plain language.
Last updated October 2026. Rules change; always confirm current requirements with the city before you build.
ADU permits in Elk Grove come from Development Services — Building Safety & Inspection, at 8401 Laguna Palms Way, Elk Grove, CA 95758 — (916) 478-2235, Bldonline@elkgrovecity.org. Everything is submitted electronically through the city's file drop: plans and supporting documents go in as PDFs, unprotected, with each document type (plan set, truss calculations, energy forms) uploaded as a separate file. Paper submittals aren't part of the process.
Elk Grove follows the state baseline: no minimum lot size, one ADU plus one JADU per single-family lot, no added parking required near transit, and no replacement parking when a garage is converted.
Elk Grove is unusually transparent about its clocks: a permit technician checks your submittal for completeness within 48 hours, the first plan review runs a minimum of 10 business days, each subsequent review cycle takes 5 business days, plus 24–48 hours for processing. That only works if the submittal is clean — and there's a hard edge most people miss:
Applications expire. A permit application is considered abandoned 180 days after filing. An expired application means a brand-new plan review, new fees, and compliance with whatever code cycle is current then. Don't file until you're ready to move.
Not sure where to start? That's the part we do. We check your property, assemble a submittal that survives the 48-hour completeness check, and manage corrections — one point of contact.
Not sure where to start? That's what we're here for.
